Hitungan BPKP Proyek Kereta Cepat Bengkak Rp 21 Triliun

Wakil Menteri BUMN Kartika Wirjoatmodjo menjelaskan hitungan terakhir cost overrun atau pembengkakan biaya proyek kereta cepat Jakarta-Bandung.
Menurutnya, dari dua kali asersi Badan Pengawasan Keuangan dan Pembangunan (BPKP) diputuskan bengkak kereta cepat senilai US$ 1,4 miliar atau sekitar Rp 21,7 triliun (kurs Rp 15.500).

Dia mengatakan total biaya pembangunan Kereta Cepat Jakarta-Bandung menjadi sekitar US$ 7,5 miliar atau sekitar Rp 116 triliun setelah adanya perhitungan cost overrun.

“Total hitungan kami setelah dua kali asersi BPKP ada di angka US$ 1,449 miliar. Jadi kalau ditotal sudah ada US$ 6 miliar menjadi US$ 7,5 miliar,” papar pria yang akrab disapa Tiko ini dalam rapat kerja dengan Komisi VI DPR, Selasa (2/11/2022).

Menurut Tiko memang banyak sekali biaya-biaya yang baru bermunculan dan tidak masuk dalam hitungan awal proyek kereta cepat.

Belum lagi banyak juga hitungan biaya fisik proyek meremehkan potensi geografis yang sulit di sekitar trase kereta cepat.

“Jadi saya jelaskan US$ 6 miliar dolar dulu perhitungan cost itu ada 3 hal utama, pertama aspek geografis pembangunan seperti tunnel, sub grade, itu ada under estimate cost-nya pak. Karena memang ternyata tantangan di lapangan itu lebih berat dari yang dibayangkan,” ungkap Tiko.

“Banyak sekali komponen biaya yang tidak dimasukkan di anggaran awal, seperti misalnya sewa sinyal GSM 5 megahertz ke Telkom untuk operasi kereta cepat, kemudian PLN juga meminta biaya investasi transmisi kelistrikan,” tambahnya.

Biaya-biaya itu ditambah lagi dengan kenyataan ternyata banyak sekali harga pembebasan lahan yang harganya jauh lebih mahal dari dugaan awal. “Ada juga perhitungan pembebasan tanah fasos fasum (fasilitas sosial-umum) yang underestimated, termasuk relokasi sutet PLN ternyata lebih mahal,” ujarnya.
